First Quarter Report, 2008:

 

The Florida House committee rejected or ignored both the mandatory education bill and the changing of the PFD law to reflect the USCG standards.  There are no other boating bills going before the Legislature this year.

Fourth Quarter Report, 2007:

Florida's boating safety education law currently affects boat operators 21 years of age and younger who operate a vessel with 10hp or more.  The Fish and Wildlife Conservation Commission is working on a boater education bill that would phase-in mandatory education for boat operators of all ages over an eleven-year period.  The Florida Boating Advisory Council has recommended the issue to the Commission, which approved the agency to move forward with bill proposal to the Legislature.  To date, no bill number or sponsor have been assigned, although we believe it is close to that stage.

Third Quarter Report, 2007:

 

The Fish and Wildlife Conservation (FWS) is working on the Education Bill. The Florida Boating Advisory Council will meet and discuss this bill in November. Florida is working with BoatEd to produce a violators online defensive boating course. It is close to fruition and should be available for comments in November. The course consists of 17 units, with quizzes and a final exam, and takes approximately four hours to complete. Satisfactory completion will satisfy judgments for operational violations on the water. This course will cost $49.95. Other states are looking at this new innovative method.

 

Second Quarter Report, 2007:

In 2008 the Fish and Wildlife Conservation Commission intends to introduce two important bills, with one to align the mandatory PFD wear with the Federal regulation.  The second hopes to make boating education mandatory for all boaters, and the plan is to implement this in the short term, as the California bill has done.

First Quarter Report, 2007:

The Florida legislature will not go into session until May.  Legislative issues going forward from the Fish & Wildlife Commission address officer compensation, mandatory boater education, and raising the age for mandatory PFD wear.
