SENATE BILL 551

Summary:  Proposed to amend ORS 830.215 to require all boats that carry passengers for hire to require each person on board to wear personal flotation device when crossing an ocean sand bar or other obstacle that exists between the open sea and a harbor entrance.

HOUSE BILL 3439

Status: 03/20 - Assigned to Emergency Preparedness and Ocean Policy

03/21 - Meeting held with the Coast Guard: CG advised that the bill is subject to federal pre-emption; according to OSMB, it appears that the Coast Guard will begin a rule process to address “hazardous bar” definitions and times when PFDs might be mandatory for different groups.

First Quarter Report, 2007:

As of January 1, of 2007, boat operators of age 60 or younger are required to have the boater education card.
