Second Quarter Report, 2007: HOUSE Bill 2071 Summary: Agent fees; increases the service charge OSMB dealer/agents can charge for issuing temporary permits. Status: 05/21 - Speaker signed 05/21 - President signed HOUSE BILL 2072 Summary: Outfitter/guide and charter boat reciprocity; removes sunset provision on “flexible” reciprocity with the State of Washington on the Columbia River. Status: 05/21 - Speaker signed 05/21 - President signed SENATE BILL 551 Summary: Proposed to amend ORS 830.215 to require all boats that carry passengers for hire to require each person on board to wear personal flotation device when crossing an ocean sand bar or other obstacle that exists between the open sea and a harbor entrance. Status: 03/01 - Public hearing held 03/21 - Meeting held with the Coast Guard HOUSE BILL 3439 Summary: See above. Status: 03/20 - Assigned to Emergency Preparedness and Ocean Policy 03/21 - Meeting held with the Coast Guard: CG advised that the bill is subject to federal pre-emption; according to OSMB, it appears that the Coast Guard will begin a rule process to address “hazardous bar” definitions and times when PFDs might be mandatory for different groups.
