Second Quarter Report, 2007: Reports no legislative activity occurred this quarter. The Commissioner of Department of Natural Resources (DNR) plans to have a meeting with the Auxiliary to discuss a plan under consideration. He would like to amend a local regulation which would permit Auxiliary instructors to conduct the local Law 430 class that must be given during boating classes. There are only two DNR instructors at present, and Auxiliarists could qualify for this after receiving special training, take an exam, and conduct a seminar. First Quarter Report, 2007: No significant legislative activity. As a matter of interest, Puerto Rico Law 430, enacted in December 2000, made successful completion of an approved boating course mandatory for everyone born after July 1, 1972 who operates a powerboat. The course must comply with all requirements established in the Puerto Rico regulations and must be NASBLA approved. One of those requirements is a twelve lesson course of “Boating Skills and Seamanship” with 24 hours of class time required. Updated Tuesday July 01, 2008 | |
