Second Quarter Report, 2007:

Senate 241 Regulation of Boats (also House 5731) Requires that a boat towing a person or persons on water skis etc have an observer at least 12 years of age in addition to the operator.  An amendment also requires that those being towed wear a PFD.  It now provides that one can not tow a person on water skis etc., from one hour after sunset to one hour before sunrise.  At a 7 June hearing, the bill was amended and passed.  It was then sent to the House where it was heard and passed.  The Bill went to the Governor on 19 June.  However, he is involved in other matters so it may take a few days for action.

Senate 491 Alcohol Boating Safety Act (no similar House bill) Amends the violations to misdemeanors and felonies for BUI and increases the penalties.  A hearing was conducted on 12 that resulted in further study.  That may have killed the bill.

House 6352 Uniform Title Act allows for the sale of a watercraft without a certificate of title if the watercraft is more than 30 years old.  Passed by the House as amended 06Jun2007.

First Quarter Report, 2007:

 

Bill S-0241 requires that people being towed behind a boat on skis, surfboards, or similar devices wear a Coast Guard approved personal flotation device.  It also requires that people on canoes, kayaks or any vessels less than 14' in length wear a personal floatation device between 01 October and 30 April.

 

Bill S-0491, dealing with BWI (Boating While Intoxicated), has been recently introduced, but no action has been taken on it to date.
