First Quarter Report, 2008:
The 2008 Wyoming Legislative Session convened 11 February 2008. This is a Budget Session year for the Legislature and traditionally the focus is on funding rather than new legislation. Although there were no bills introduced related to RBS or directly related to Auxiliary missions, there are two bills of potential interest:
HOUSE BILL NO. HB0122 will provide game and fish law enforcement personnel authority to enforce littering statutes. This bill has already been signed into law and will take effect on 1 July 2008. The BLA is in favor of this bill as it will now allow Game and Fish Wardens, who have primary responsibility to enforce Wyoming’s boating regulations, to cite individuals for littering Wyoming’s waterways.
SENATE FILE NO. SF0063 - The Wyoming Wildlife and Natural Resource Funding Act - will provide funding of large projects; will specify which large projects are approved for funding in 2008; amends funding for specified previously approved large projects; and provides for an effective date.
Subsection 9-15-309. Yellowtail CRM II would: (C) Improve water quality and increase water quantity. This funding bill was passed and is in effect. The BLA is in favor of this bill as it will improve water quality at Yellowtail Reservoir which is non-sole State water.
Wyoming’s new regulation requiring PFD usage for those 12 and under years of age took effect on 1January 2008. For this first year of the regulation, those not in compliance will be informed/educated one time and then cited for subsequent violations.

No boating-related legislative activity reported this quarter.
Third Quarter Report, 2007: The proposed changes to the Wyoming Game and Fish Commission Watercraft Regulations, including the change requiring PFD wear for anyone under 12 years of age, have been approved and will become effective on 1 January 2008. The PFD proposal originated in the Wyoming Game and Fish Department and went through the standard process for inclusion in the existing Watercraft Regulations. This proposed change (along with all other proposed changes) was drafted and reviewed internally by WG&F. Once the draft of the proposed Watercraft Regulations was completed, it was publicly announced and presented at eight public meetings around the state to solicit public comment. The public input was reviewed by the WG&F Department which then produced the final draft of Watercraft Regulation proposed changes. The draft was reviewed by the Governor’s office and then placed on the agenda of the next Game and Fish Commission meeting for final approval. Public input was again allowed at this stage. The Commission is comprised of 7 members appointed by the Governor and approved by the Senate for terms of 6 years. The Commission serves as the policy making board of the Wyoming Game & Fish Department and is responsible for the direction and supervision of the Director of the Wyoming Game and Fish Department. The Wyoming Game and Fish Commission Watercraft Regulations are promulgated by authority of W.S. §41-13-102, W.S. §41-13-104, W.S. §41-13-105, W.S. §41-13-208, W.S. §41-13-211, W.S. §41-13-213, W.S. §41-13-217, W.S. §41-13-218 and W.S. §41-13-219. The Wyoming Game and Fish Commission Watercraft Regulations that will become effective on 1JAN08 will remain in effect until modified or repealed by the Commission. WG&F law enforcement officers and any other peace officers of the State or any of its political subdivisions otherwise authorized by law may enforce the Watercraft Regulations of the Commission or any State laws pertaining to boating.
